William Searle was born in Port Elizabeth in October 1862. He moved to East London where he worked for Messrs Dunn and Company but later established the firm William Searle and Company, general, wholesale and produce merchants. He was also a commission and shipping agent. He joined the East London Town Council in August 1902 to replace of Thomas Peel in Ward 3. Although he was re-elected after retiring on rotation in February 1903, he resigned in March 1904 because of his imminent departure for England.
